VILLAGE COUNCIL PROCEEDINGS
October 6th, 2008
The Lincoln Village Council met on Monday, October 6th at 7:00 p.m. at the Village Hall. Meeting opened with the Pledge of Allegiance. Those present included President Jordan, Treasurer Kossa, Deputy Clerk/Treasurer Stutzman, Councilpersons Gauthier, Horn, Kennard, Lask, Naylor and Somers. Also present was Attorney Cook and several guests. Absent: Clerk Somers.
Minutes of the September public input hearing were approved on a motion by Horn with support from Somers. Carried. The minutes of the September regular meeting were approved on a motion by Horn with support from Gauthier. Carried.
Treasurer’s report was approved subject to audit on a motion by Horn with support from Lask. Carried. Treasurer Kossa stated the insurance coverage has gone from $100,000.00 to $250,000.00. All of our funds are over that and she was wondering if the Council wanted her to move some of the money to the Credit Union or another bank. It was suggested that we keep what the maximum is and move the rest to another institution. Motion made by Horn with support from Gauthier to do an amendment to the investment policy to make sure all the funds are under maximum insurance coverage and give the Treasurer the authority to check banks with the best interest. Carried.
Kim Piper, Business Liaison from Michigan Works out of Alpena attended the meeting to discuss all the services that they cover.
Nancy Smithem, Job Placement Specialist from the State of Michigan
also attended the meeting to discuss all the services that they cover and she also works at Michigan Works out of Alpena.
Brian Somers, Asst. Fire Chief stated that Bob Reynolds is planning to step down as Fire Chief. The fire department will be having their regular meeting on Monday, October 13th. They will submit their recommendation for fire chief at next month’s meeting. He also stated two have completed their fire training and passed. The Council would like to have a hiring policy for the fire department by the end of the year. Horn stated that this month is National Fire Fighters Appreciation. A motion was made by Horn with support from Lask to extend our appreciation for our fire fighters. Carried.
Old Business: The grant application for the Barlow Rd. Park has been upgraded and the actual figures have been raised because some items have been added to the grand and our match would be 25%. The grant dollars would be $131,416.50, matching fund $43,805.50 for a grand total of $175,222.00.
The scope of the work to be covered by the grant dollars has increased it is necessary to adjust the dollar amounts, both grant dollars and matching fund dollars.
It is also mandatory for the Village of Lincoln to hire an engineering firm to oversee this grant.
Be it resolved that the Village of Lincoln has passed a motion to contract with Wilcox Engineering firm to oversee this grant.
Be it also resolved that the Lincoln Village Council at its October 6, 2008 meeting passed a resolution to approve the total grant dollars and to cover the matching fund dollars for the Barlow Rd. park grant.
Total Grant Dollars $131,416.50
Matching Funds 43,805.50
Motion was made by Kennard with support from Horn to amend the original resolution for the total dollar amount to fund the Michigan Natural Resources Trust Fund Grand intended for the Barlow Rd. Park Project.

The street scape committee presented their drawing from Second to Traverse Bay Streets -- figures will have to be submitted for February budget meeting. The bathrooms are almost finished by the little ball diamond.
There is a large tree by the Flight’s of Imagination that is not in very good shape and would like to talk to Theresa Hart before taking it down and maybe another tree could be put in its place. A motion was made by Kennard with support from Horn with approval from Theresa Hart to take down the tree that is over the Flight’s of Imagination Playground. Carried.
The audit is finished and they have some suggestions to make it easier. The electrical system that runs down the little ball diamond fence needs to be removed and the electrical in the public parking lot by the Post Office needs to be updated. A motion was made by Kennard with support from Somers to work with the Lions and or D.D.A. to correct electrical problems at the parking lot by the Post Office and also the electrical by the small ball diamond adjacent to the Flight’s of Imagination. Carried.
The D.D.A. Activities Committee will hold its second annual Chili Cook off and also and activity called Trick or Trunk on October 25th
from 1:00-3:00 P.M. on Second Street
They would like permission from the Village Council to block off Second Street
to traffic from 12:30-3:00 P.M.
A motion was made by Horn with support from Lask to close down Second Street
to traffic on October 25th
from 12:30-3:30 P.M.
Motion was made by Horn with support from Gauthier to set the hours for Halloween on October 31st from 5:30-7:30 P.M. in the Village. Carried. A motion was made by Horn with support from Gauthier to have the leaf pick up in the Village on October 24th and November 7th and the leaves must be in bags. Carried.
Motion was made by Kennard with support from Horn to adopt the Credit Card Policy. Carried. Yeas: 5. Nays: 1.
Motion was made by Horn with support from Kennard to adopt the Street Administrator Job Description with a correction to #5. Carried.
Motion was made by Horn with support from Kennard to table the Sewer Administrator Job Description until we could get further information. Carried.
Motion was made by Kennard with support from Somers to adopt the Maintenance Person Job Description with a correction to #4. Carried.
There will be a Human Resources meeting on Monday, October 13th at 6:00 P.M.
Somers will be getting new tires for the pickup from Hart Tire and tractor tires from Ball Tire. He will be getting the brake lining done for the dump truck by the County. He is to check with the Clerk on amount before purchasing an air compressor.
A support letter was sent for the biodiesel plant. The eaves on both buildings and bathroom have been painted.
Dry cleaning service has moved to the Pharmacy. The liaison for the fire department needs to cover the meetings.
Motion was made by Kennard with support from Naylor to replace the entrance door at the Village hall up to $2,500.00 and if possible try to get a screen door. Carried.
Prices on sidewalks will be submitted for the budget meetings.
Correspondence was read.
Motion was made by Gauthier with support from Horn to amend the budget. To take $500.00 from Miscellaneous to Equipment Rental in Public Works. To take $500.00 from Pavilion Salaries to $400.00 into Salaries and $100.00 into Social Security in Parks and Recreation. Carried.
Motion was made by Horn with support from Gauthier to pay the bills. Carried.
