VILLAGE COUNCIL PROCEEDINGS
NOVEMBER 3rd, 2008

 

The Lincoln Village Council met on Monday November 3rd at 7 p.m. at the Village Hall.  Those present were; President Jordan, Treasurer Kossa, Clerk Somers, Deputy Clerk/Treasurer Stutzman and Council Members Horn, Kennard, Lask, Naylor and Somers.  Council Member Gauthier was absent.  Also present was Attorney Cook and guests.

 

Minutes of the October meeting were approved on motion from Horn with support from Somers.   Treasurerís report was approved subject to audit on a motion from Horn with support from Naylor.

 

Richard Gillies addressed the Council with a request for help in funding the upcoming Festival of Lights.  The event will take place on Friday December 5th beginning at 5 p.m.  A motion was made by Horn and seconded by Somers to give $200.00 in support of this event.  Carried.  The group will also be using the Hall for the festivities. 

 

Joan Gonyea representing the D.D.A. stated that she has sent several letters of support for the Barlow Road Park Grant Project to Wilcox Engineering.  They will be included in the Grant Package that will be decided upon in December.

 

Brian Somers, Assistant Fire Chief for the Village stated that members of the Fire Department had met and recommended that he take over as the new Fire Chief and that Paul Kramer be named Assistant Fire Chief.  A motion was made by Horn to accept the recommendations of the Fire Department.  Horn then put his motion on hold to allow Council Members to hear a letter of resignation from current Chief, Robert Reynolds.  A motion to accept with regret the resignation of Robert Reynolds was made by Horn with support from Kennard.  Horn then made a motion to accept Brian Somers as the new Fire Chief and Paul Kramer as Assistant Fire Chief.  Kennard offered support.  President Jordan and Council Members offered their thanks to Bob for the great job he has done.  A report on Fire and First Responder activity was presented to Council Members.  The report details all the runs that were covered by Village Fire Fighters and First Responders over a one-year time frame. 

 

President Jordan stated that Jeff Wilson, Fire Captain for the Ecorse Fire Department has been working to secure items for our Fire Department.  So far several sets of turn out gear, radios and batteries are on the list to be donated.  Fire Department personnel will send a letter of appreciation to Jeff.

 

Motion to adopt the Planning/Zoning Enabling act that was discussed and published was made by Horn with support from Lask.  Roll call vote was taken:  Yeas, Horn, Kennard, Lask, Naylor, Somers.  Absent, Gauthier.  Motion carried. 

 

In old business Kennard informed Council Members that the Barlow Road Park Project for grant funding will go before a committee to seek approval.  He is hoping to hear the status of grant funds sometime in December.  Kennard also stated that he will update Council Members on the Streetscape project at the next meeting.  Somers presented bids for removal of trees at The Flights of Imagination Playground.  Motion was made by Horn with support from Lask to accept the low bid from A-1 Tree Service for $450.00 Motion Carried.

 

In new business, Somers stated that he would like to purchase a used plow and have it fitted with extensions on each side to be used on the tractor.  Motion was made by Horn with support from Kennard to use funds from Equipment Rental Capital Outlay for the purchases.  Motion carried. 

 

President Jordan stated that the Maintenance Garage has a new phone number.  It is 335-4060.  New phone service to the Village Hall will be installed soon.  Internet service has already been installed there.  Bathrooms at the park are nearly completed and electric problems at the ball diamonds have been taken care of.  President Jordan stated that we need to enact some changes for our computer system.  A bid was received from Johnson & Schulze for $1,600 to $2,000 for setting up a new Quick Books Program and classes for the Clerk, Treasurer and Deputy Clerk/Treasurer.  In addition a new computer is needed for the Clerk.  Motion was made by Horn with support from Kennard to purchase a laptop computer and accept the bid from Johnson & Schulze at a cost of up to $3,500.  Motion carried.  Jordan stated that Alcona Motors won the recent Chili Cook-Off.  The Cozy Cabin won the Decorating Contest.  The first Trick or Trunk event went very well also. 

 

Council Members gave individual reports.  Gary Horn stated that this is his last meeting as a member of the Council.  He wished good luck to all who are continuing to serve.  He said he hopes to see another Community Survey in 2009.  Council Members stated that Halloween in the Village this year was great.

 

Motion to amend the budget was made by Horn with support from Kennard.  To take $1,500 from Legal and Administration and put $1,200. into Salaries and $300. into Social Security under Public Works.  To take $2,000 from Municipal Investment Funds for Equipment Rental under Public Works.  To move $10.00 from Fire Department Training to First Responder Training.  To take $1,000 from Municipal Investment Accounts and put $500. into Salaries and  $500. into Equipment Rental in Parks and Recreation.  Motion carried.  Motion to pay the bills as presented was made by Horn with support from Lask.  Motion carried.  Motion to adjourn was made by Horn with support from Kennard.  Motion carried.
