VILLAGE COUNCIL PROCEEDINGS
November 3, 2014
The Lincoln Village Council met on Monday November 3, 2014 at 7 p.m. at the Village Hall. Meeting opened with the Pledge of Allegiance. In attendance included President Jordan, Treasurer Kossa, Clerk Somers and Council Members Gauthier, Healy, Naylor, Phillips, Somers and Stutzman. Also present were several guests.
Minutes of the October meeting were approved on a motion from Gauthier with support from Phillips. Treasurer’s report was approved on a motion from Gauthier with support from Stutzman.
Report was given by Teresa Hart and Naomi Potter regarding the Chili Cook-off and Trick or Trunk event that was held on October 25th. The group sold 425 cups for sampling at the Chili cook-off. Approximately $1,800 was raised for use for the Easter Egg Hunt in the spring. Bakers are needed for the upcoming bake sales that will be held on November 14th and 22nd. Nearly 500 children were given the opportunity to trick or treat and residents were able to enjoy seeing the costumed children. An award for Citizen of the Year was given to both Teresa and Naomi. This award is given out yearly to someone that goes above and beyond for the community. President Jordan thanked them both for their service. Cake and coffee was served.
In public comment time Kathy Putsky asked about the status of a house on Barlow Road. President Jordan stated that the Zoning Administrator has visited the residence and sent a follow up letter as well. If it is not taken care of soon it will be pursued in court. Deb Shaneour talked about the activity within the Beautification Committee. They have recently installed flag brackets on the poles in town. Teresa Hart asked about having the mulch spread around the playground soon. She also stated that some mats are missing from the play area. Work will be done on the area by the Maintenance Man this week.
Mike Serafin, fire chief gave his report. There were 2 fires and 13 first responder runs this past month. A certification was received for the Suburban that is used for first responder runs. There have been some mechanical problems with the unit and Mike will be having it serviced. Fire Safety week activities were attended by Mike and Ryan with a visit to the Alcona Elementary School. He is also continuing to put shelving in the fire hall. He stated that the group needs 2 new pagers as some of theirs are broken. He asked for Council backing in an endeavor that will allow the Fire Department Auxiliary to sell raffle tickets. We will seek advice from our Attorney. He asked about holding a training seminar and paying those who attend. He is hoping to hold one session this month and possibly one in the colder winter months.
The Street report was given by President Jordan. Several pot holes and sink holes have been fixed. Crack sealing is being done throughout the village. A bill was submitted for $14,200 for payment on work that was done so far. Work on Main Street is finished. Storm drains will be cleaned as soon as the company can return to this area. The water problem on Hawley & Second Streets will be fixed very soon. The DDA will be paying to have the work done. The Sewer report was given.
A resolution was presented for approval regarding the Lincoln Manor Apartments. It is necessary to update the former resolution with new information. The resolution follows:
WHEREAS: West Michigan Family Homes LLC owns and operates a drinking water system serving Lincoln Manor Apartments located at 406 S. Church St, Lincoln, and
WHEREAS, West Michigan Family Homes LLC possesses the ability and willingness to continue effective operation and maintenance of said system; and
WHEREAS, Village of Lincoln Village recognizes the need for effective and continued operation and maintenance of said system to protect the public health; and
WHEREAS, Village of Lincoln Village deems it impractical for the Village to own, operate, and administer this particular drinking water supply;
NOW, THEREFORE BE IT RESOLVED that Village of Lincoln Village refuses to accept ownership of or operation maintenance, and administrative responsibilities for said particular drinking water supply. Village of Lincoln Village endorses the application of West Michigan Family Homes LLC to continue these responsibilities under state permit.
Motion by Gauthier with support from Phillips. A roll call vote was taken: Gauthier, Healy, Nayor, Phillips, Somers and Stutzman – all ayes.
In old business Stutzman asked about a bench that is missing. It was sitting on the corner of Second and Main Streets. Gauthier will be putting an ad in the local paper to seek information. Bonny asked about continuing to plan for a work bee for spreading mulch. Healy has extra lights on order for decorating for the holidays. Somers has been working on the ball field. He plans to hold off on working on the back stop until spring. Phillips asked about the handicapped spots that need to be painted on the pavement at the Senior Center. He also asked about some painting projects that need to be done. President Jordan said we will be working on some of these things yet this year and others will be put on hold until the spring. In new business, Naylor asked about street lights that are burned out. Steve will take care of it. Phillips thanked the first responders who responded to help a family member recently.
President Jordan gave his report. A motion was made by Gauthier with support from Somers to send $300 to the Lincoln Lions in support of the Lighting of the Village. Motion carried. There have been concerns about very young children playing and riding bikes in the roadway – please use caution. Several repairs have been done throughout the Village over the past month. A recommendation was made to see about installing a caution light/flashing red light at the intersection of Traverse Bay and Barlow Roads. Phillips and Somers will make some calls to see what can be done. The downtown light poles will be decorated within the next week or so. Additionally Council Members are being asked to help in decorating the trees. Bonny will contact Deb Shaneour and see about putting a work bee together. President Jordan talked about the possibility of applying for a grant that will be due for submission by April 1, 2015. Part of the application process will include having an updated Park and Recreation Plan. The DDA has offered to pay for part of the Plan. A motion was made by Phillips to update our Parks and Recreation plan. Gauthier offered support. Motion carried. The Village’s portion will be approximately $1200. President Jordan will contact Denise Cline of NEMCOG to get things started immediately. Thanks go out to Ted Shaneour for all his work around the community. He planted flowers around all 3 Welcome to Lincoln signs and put new brackets on the flag poles. Thanks Ted!! President Jordan urged everyone to get out and vote tomorrow. He thanked everyone for their hard work and dedication for the Village of Lincoln.
A motion was made by Gauthier with support from Phillips to pay the bills as presented. Carried. A motion to adjourn was made by Phillips with support from Stutzman. Carried.
