MARCH 1, 2010

The Lincoln Village Council met on Monday March 1, 2010 at 7 p.m. at the Village Hall.  Those present included; President Jordan, Treasurer Kossa, Clerk Somers, Deputy Clerk/Treasurer Stutzman and Council Members; Gauthier, Lask, Naylor, Somers and Stutzman.  Member Kennard was absent.  Also present were Attorney Cook and guests. 

Minutes of the February meeting were approved on a motion from Gauthier with support from Naylor.  Motion carried.  Treasurer’s report was approved subject to audit on a motion from Gauthier with support from Lask.  Motion carried. 

In public comment Bob Reynolds, fire chief stated that there is a possibility of a new person joining the fire department. Jordan stated that the department should go ahead and do the background check and have the applicant complete the necessary physical and then come back to the council with their recommendations.   Joan Gonyea, grant coordinator stated that she hopes to complete the grant within the next few weeks.

In old business, Stutzman will be checking on pellets for the playground when the weather clears up.  Gauthier stated that so far nothing has been done to take care of the trees along Traverse Bay St road.  She is still working on getting prices for docks for the beach area.  Somers stated that he contacted a company regarding a price for re-doing the blacktop on Main Street.  Although work will not be done this year he is seeking information to make plans for the future. 

In new business, Gauthier stated that she is pleased with the calendar of events that was presented by President Jordan and the fact that there will be and Easter egg hunt again this year.  Stutzman asked about the roads that are in need of repair.  Jordan stated that we will have more figures in the near future.

President Jordan stated that a public hearing will be held on Tuesday March 9th at 6 p.m. at the village hall.  He encouraged all council members to attend.  The hearing will be held to address questions regarding the proposed “Streetscape Grant Project”.  Parts have been ordered to repair the village clock.  The Easter egg hunt will be held March 20th, 2010 at the Village hall at 11 a.m.  Approximately 20 businesses will participate.  Volunteers are needed!!

The grant that was applied for through MDOT for a streetscape would be seeking a 30% match of funds. Jordan and the DDA both feel that we should turn this grant down if it is offered.  A motion was made by Gauthier with support from Stutzman to turn down the MDOT grant if it is offered because the Village cannot afford the 30% matching funds.  Motion carried.  The MEDC grant for Traverse Bay Street was turned in just before the February 22nd deadline.  It is for the year 2011 and will continue the streetscape theme from Second Street to Church Street.  This grant would entail 18% matching funds.  In case we are offered the funds in the future Council members will be informed of the needed funds.  The grant for the Brownlee Lake Association has been turned in.  Ron Kennard has been working on it and has reported to Jordan that it looks very good.  Donations are still being sought to help in this endeavor.  A letter was received from NEMCOG asking for input/support regarding the Brownlee Lake Association application for grant funding.  Council members offered their support to the association.  Jordan gave a brief overview of the recent snowmobile races held over the weekend and the upcoming vintage snowmobile races.  The Huron Shores Chamber of Commerce has requested a list of events for the community to have for publication in a county pamphlet.  Chairperson for the Chamber is Judy Labadie.  She will be giving a presentation at the next DDA meeting on March 9th.  Jordan stated that he is hoping to have someone lined up to chair the Memorial Day festivities.  He will report back at the next council meeting.

A motion to pay the bills as presented was made by Gauthier with support from Somers, motion carried.  A motion to adjourn was made by Gauthier with support from Stutzman.  Motion carried.
